摘  要  提出了影响监理行业发展的核心要素，即行业协会、行业规范及收费标准、从业者资格、行业业务技术研究等。参照这些核心要素的要求，总结并分析了通信工程监理、高速公路机电工程监理、建设工程中的弱电工程监理、设备监理及信息系统工程监理的基本情况。对目前存在的主要问题进行了探讨，评述了几种典型的监理形式的特点。重点分析了信息系统工程监理的现状与存在的问题，提出了一些针对性的建议。

Abstract: In this paper, the key factors that impact the development of the surveillance 
were analyzed. These factors include industry society, industry standard and rates, 
certification of the enterprise and the practicant, and the main technical research of the 
industry. According to the main factors, the typical surveillances related to information 
system project surveillance were introduced also, which include telecom engineering 
surveillance, mechanoelectronic engineering surveillance in highway project, weak 
current engineering surveillance in capital works,equipment surveillance.Some beneficial
advice for information system surveillance was given.
