摘要  建立资源节约型社会在中国共产党的第十七大报告中被确定为我国的基本国策，这既是根据我国的能源消耗状况和产业发展水平做出的重大决定，也是保证我国在新世纪可持续发展的重要步骤。在这一进程中，标准化起着提纲挈领的作用。标准化为资源节约型社会的建立提供导向和支持，并在很大程度上推动其创新和发展。以标准化为动力，推动建立资源节约型社会，是我国实现经济增长方式转变和实现可持续发展的重要保证。

Abstract: The establishment of a conservation-minded society has been identified as 
China's basic national policy in the report of the Seventeenth Communist Party of China,
which is a significant decision making based on the situation of China's energy 
consumption and the level of industrial development, as well as being a crucial step to 
attain the sustainable development in the new century. In this process, the 
standardization plays a leading role in outline. Standardization not only affords the 
guideline direction and supports for establishing the conservation-minded society, but 
also to a large extent promotes the innovation and development. Harnessing the 
standardization as a driving force to promote the establishment of a conservation-
minded society is an important guarantee to achieve the transformation of the mode of 
economic growth and the sustainable development.
