摘要  本研究是欧盟委员会对欧盟中小企业参与公共采购市场情况的评估。本评估调查范围广，涉及中小企业多，同时分析了美国联邦如何促进中小企业参与公共采购市场，对如何促进欧盟中小企业从事公共采购提出合理化建议。

Abstract:This research is the evaluation of SMEs'access to public procurement markets in
the European Union(EU). The research has made a broad investigation to SMEs in the EU
and also analysis various schemes at US Federal level which aim to promote SMEs'access
to public procurement, give recommendations on how SMEs' in the EU access to public
procurement could be improved.
