摘要  工程标准是在信息系统工程实践中产生的一个新生事物，在阐明了工程标准概念的基础上，进一步分析了工程标准产生的原因、所具有的特点、与其他标准的关系，以及它所产生的作用和效果。

Abstract:The engineering standards are generated by means of the practical experience
for information system engineering.This paper firstly defines the concept of engineering
standards,than analyses the cause, its feature,the relationship with other standards
