摘要  社会基层单元的信息化建设是实现全社会快速进入信息时代的必然途径。美国、英国等国家在统一的顶层设计、参考模型和标准规范的基础上，通过电子政务的深化与转型，实现面向社会基层单元和居民的信息化服务。国外电子政务、地方电子政务、电子社区等方面的进展表明，国家层面电子政务的发展侧重于实现全社会平等参与，地方层面电子政府与电子社区的建设以提供电子服务为主要方式，电子政务与社区信息化是处于信息化建设不同阶段的有机整体。

Abstract: Informatization of social basic unit is an inevitable way to show dedication to 
bringing benefits of the information age to as many people as possible at the lowest 
possible cost. Based on unitive top-level design, reference model and standards, many 
developed countries in the world deepen their e-government construction and facilitate 
successful transition to provide online service to social basic units and residents.Foreign
experience and progress on e-government,local e-government and e-community shows
three aspects on the condition and trend.Firstly,e-government development on national
scale is focusing on achieving e-Inclusion, that means equal participation of the entire
society. Secondly, e-government development on local scale and community scale is
mainly to provide online e-services.Finally,e-government and community informatization
are various stages, both contributing to the whole Informatization construction.
