摘要  结合目前第三代移动通信系统中WCDMA无线技术的发展，阐述欧洲和北美等各国如何在WCDMA技术的逐渐商用过程中对其终端进行强制性管制，以及各网络运营商如何制定WCDMA数字移动终端一致性型号认证的标准及发展策略。并介绍我国一致性标准制定情况。

Abstract:Compared with the development of WCDMA in 3G,elaborate the way that 
Europe and North American countries restrain WCDMA terminals and operators make
