摘要  分析了我国中小型软件开发团队难以按照传统、经典和科学的方法进行软件质量的管理与控制的具体症结，着重对中小型软件开发团队的质量管理与控制体系的标准化与实现进行了研究，设计了操作性较强的产品质量控制体系，并在实际的《诊所信息管理系统》的设计和开发过程中进行了验证。

Abstract:This article analyzes the issue that the small to medium-sized software 
development team in China are hardly conforming to implement the traditional and
canonical methods of software development management and controlling. It researches
over the standardization and implementation process of the small to medium-sized
software development team. And the product quality control system with enhanced 
operability is designed and verified in the practical process of design and development of
the 'Clinic information management system'.
