摘要  详细介绍了ISO/IEC导则第1部分技术工作程序(最新版本)的修改内容。主要包括：前后协调一致、严密逻辑、消除误解而作的修订；考虑到IEC自身特点，在最终国际标准草案分发日期、出版时间、上诉时限等方面所做的修改；特别是为适应联合工作的需要，更加详细地规定了联合工作组工作程序以及按一体化联络制定标准的程序；同时，增加了三大国际标准化机构有关通用专利政策的规范性附录。

Abstract: Changes of ISO/IEC directives, part 1: procedures for the technical work, the 
latest edition to the former, are introduced in detail. It mainly includes revisions for 
harmony,strict logic and eliminating mistake,and changes on circulation date of the final
draft international standard, publication date and appeal time limits for IEC considering 
its' own characteristics. Especially, to meet the needs of joint work, a more detailed 
procedure for joint working groups and the development of standards under integrated 
liaison is provided. At the same time, a normative annex of the guidelines for the 
implementation of the common patent policy for ITU-T/ITU-R/ISO/IEC is added.
