摘要  面对标准中纳入知识产权越来越多的国际形势，为了最大程度地保护自身利益，世界各国都开始制定自己的标准与知识产权战略。通过分析美国、英国和日本的标准与知识产权战略发现，尽管他们的战略各有不同，但是强调将自己的专利纳入国际标准，并努力使本国标准国际化已经成为了发达国家的共识。在这种国际大环境下，面对我国大量采用国际标准且技术实力相对落后的现实情况我们必须增强创新能力，发展自主产权的标准，并提高参与国际标准竞争的水平。

Abstract: Countries all over the world begin to set up strategies on standards and 
Intellectual Property Rights (IPRs) to furthest safeguard their own interests under the 
international circumstances that more and more IPRs are involved in standards.Through
analyzing the strategies on standards and IPRs in US, Britain and Japan, we found that
they put much emphasis on the involvement of IPR into international standards,and
make great efforts to globalize domestic standards which have become consensus of
developed countries,although they are different in strategies.Our country largely adopts
international standards and is with relatively backward technology. Based on the
international circumstances,we have to improve innovation ability,to develop standards
with independent property rights and to increase competitive power in international
standards competition.
