摘  要  分析了移动通信市场发展的特点，通过预测远期移动用户及业务状况，使用ITU-R M.1390计算方法估算了移动通信2G、3G混合组网阶段对频谱资源的需求情况，并分析了3G独立组网后频谱资源估算方法。

Abstract:In this paper,we analyzed the characteristic and the development tendency of
personal mobile communication market in china. By forecasting long-term mobile users
and communication service status, spectrum requirements, at the 2G/3G Hybrid
Networking stage, were estimated according to the M.1390 methodology recommended
by ITU-R. Furthermore , we analyzed the evaluation methodology for calculating the
spectrum requirements at the 3G independent network stage.
