摘要  专利信息披露制度是知识产权政策中的关键制度，专利信息披露与否、披露多少、如何披露等规定直接关系到标准制定过程中对相关技术方案的选择、采纳，标准的可执行程度，以及日后纠纷的解决等问题。通过考察有代表性的标准化组织专利信息披露制度，发现采用鼓励事前披露机制是目前标准化组织知识产权政策的新趋势。但具体的鼓励披露的措施则应由不同的标准化组织根据其组织及所制定标准的情况来考虑。

Abstract: The patent information disclosure system is a key system in the IPR strategy. 
Such things as to disclose the patent information or not, the amount of the disclosed 
information and the ways of disclosure and so on are directly related to the alternation 
and adoption of the related technique scheme, the implementation degrees of the 
standards and the solutions of disputes in the future. By means of the specific analysis 
on the patent information disclosure system of some standardization organizations, 
research has found it is a new trend to adopt the encouragement of before-the-event 
disclosure solutions,but the measures to encourage disclosure should be considered 
according to different standard organizations and the specific situations of the 
formulations of the standards.
