摘要  在介绍有关国际组织、外国政府和民间组织对标准与专利关系问题的政策、报告或者做法，以及中国专利法第三次修改中相关研究、建议和结果及原因的基础上，对专利与国家标准关系中的信息披露、许可费率的确定等问题提出了作者的观点。

Abstract: Based on the indruduction of the policy, report or practice of the related 
international organization, foreign government agency or private standard-setting 
organization, as well as the related research, suggestions, results of the third revision 
of the Chinese Patent Law, this paper discuss the question of disclosure of patent 
information, the fixation of royalty rate in the process of patent-involved standard 
setting.
