摘要  在基于分层的技术前提下，列举从项目申报系统中提炼的一般领域逻辑规则，根据规则设计项目申报系统的通用ER模型、通用对象模型,详细介绍其建立步骤和方法，并提供使用该方法建立的对象模型实例。该方法不仅可应用于所有项目申报系统的分析与设计，而且为其他应用系统开发也提供了一定借鉴。

Abstract: This article lists the rules of domain logic for general project appliction 
information system at first.Then describes the method to design the general ER model、
the general object model . This article provides an example of the object model applying 
this mothod finally.The method is beneficial to some project application information 
systems of the same kind,and other application systems can also use this method for 
their software developing process.
