摘 要  介绍了日本电气电子产品中特定物质的管理制度，重点介绍了将在2006年7月1日实施的J-Moss方案，指出了该方案中存在的问题，并为对日出口企业满足该方案要求提出了建议。

Abstract：According to the research towards the Japanese government, this article 
describes the management system for the specific substances of electrical and electronic 
equipment in Japan and makes the J-Moss project which will be implemented on July 1st 
as a key point. The author indicates the problem of the project and makes a suggestion 
for Chinese companies.
