摘要  对国际标准组织的知识产权规则FRAND的背景起源、成因机理、现存问题、改革趋势进行了深入的分析，指出当前的焦点问题是“合理”原则，并从产业角度上对“合理”原则做出较为全面的阐释。

Abstract: Problems concerning FRAND which is the rules of the IPR of the international 
Standard Setting Organizations such as the background, cause of formation, existing 
problems and the trend of the reform are deeply analyzed. We find that the current 
problem of the rules is focused on reasonableness. In a point of the industrial, the 
reasonableness of the terms is comprehensively illustrated to some extent.
