摘要  论述了商业银行IT项目能力成熟度模型与量化评估方法。在对IT治理标准调研的基础上，结合国内商业银行的实际，从业务、应用、数据、技术和管控五个角度提出了商业银行IT项目能力成熟度框架。以数据类项目为例，详细设计了能力成熟度指标体系，阐述了基于层次分析法的指标权重设计方法。

Abstract: The efforts of this paper are devoted to the building of capability maturity 
model of IT projects management and the quantitative evaluation of the capability 
maturity. After the investigation of well known standards of IT governance and exploring 
the operation status of domestic commercial banks, this paper proposes the framework 
of IT projects capability maturity for domestic commercial banks. This proposal designs 
the model from the business; application; data;technology and governance perspective
which can cover the management requirements and support the macro decision making
After considering the inherent characteristics of data warehouse projects, the detailed
and thorough index set of every level are presented with the description of semantics,
scoring criteria and weight of every index.
