摘要  介绍了国外数字视频编解码技术标准现状：MPEG-1、MPEG-2、MPEG-4三大标准和H.26x标准，分析了标准涉及的知识产权中的专利和专利许可情况，并根据当前产业需求提出了发展建议。

Abstract:The paper introduces the current status of the international standards and the
domestic standards of video coding, analysing the status of the Intellectual property
rights (IPR) for the captioned standards; as well as provides the development proposal 
based on the requirement of actual industry.
