摘要 “制定测试策划过程”是TMM等级2的成熟度目标之一。从活动和任务两方面明确了测试策划过程的各项工作和要求，便于测试人员掌握测试策划过程的工作重点，并为提高测试计划的指导性和实用性提供保证。

Abstract  Test planning is an important phase of testing process,"initiate a test planning
process"is one of the goals of testing maturity model (TMM) level 2. Tasks and their 
requirements in the practices are prescribed explicitly in this paper, which are convenient 
for tester to master the main tasks, and improve the testing plan’s guidance and 
practicality.
