摘 要 介绍了欧盟、美国和日本的个人信息保护模式，分析了各种模式的优缺点：个人隐私界限和缺陷、欧盟模式的局限性和严苛性，以及日本模式的宽泛和适用等，认为我国的标准、法规编制，应参照国际通行的原则，借鉴国际上成熟的经验、理论研究和实践成果，符合我国国情、社会经济发展、资源配置、公民素质、市场需求等。关键词 个人信息 个人数据 个人隐私 模式 边界效应
Abstract: This paper introduced three modes of individual information protection modes, 
and researched the advantages and disadvantages of three kinds of protected mode: 
personal privacy boundaries and defects, limitations and stringent EU model, as well as 
the Japanese model broad and is suitable and so on. Preparation of the standards and 
regulations in China, should refer to international general principle, drawing on 
international mature experience, theoretical research and practical results, in line with 
China`s national conditions, socio-economic development, resource allocation, quality 
citizens, market demand and supply
