摘要  分析了典型视频标准AVC/H.264，Mpeg-2,Mpeg-4和AVS的专利池构成、收费对象、收费模式和费率、法律条款。通过分析，认为Mpeg-2所包含的专利数目最多，地域也最为复杂，AVS仅对编码解码器收费，对内容提供不收取费用，是各个标准中收费最为宽松的，而各个标准的费率不同，封顶的条件和数额也不同。

Abstract  This article analyzed the patent pool composition, the charging targets, the 
rate and main Legal terms of AVC/H.264，Mpeg-2,Mpeg-4 and AVS. Mpeg-2 involves 
most patents and most complicated jurisdictions. AVS has a simplest charging model. 
Different standard has a different rate and maximum annual royalty.
