Abstract:This article describes in details the standard system of smart card technologies
used in the area of urban-rural development,and investigates the normative application
pattern of smart cards in this context together with standards that has been implementd
under formulation or in the plan. The paper furthermore interprets the key standards
in this field,analyzes the relationship with other standards,and stresses the significance
of standard system elaboration and standard dissemination, which ensures consistent
and regulatory practices of smart card applications in urban-rural development.
