摘 要 结合信息技术服务运行维护系列标准的设计思想，对《信息技术服务 运行维护 第1部分：通用要求》中的能力模型、能力管理以及能力要素中的要素定义和关键指标进行了解释说明，并提出该标准的实施建议。

Abstract: Based on the design idea of the series standards of operations and 
maintenance service, this paper expounds the content of Information technology service
— Operations and maintenance — Part1: General requirements, especially on the 
capacity model, capacity management, the definition and key indicators of the capacity 
factors. This paper also provides the implementation proposals of the standard.
