摘 要 由于PaaS平台的用户共享应用程序和运算环境，如何保障各个用户之间公平使用资源就非常重要。为了实现PaaS平台用户公平使用资源的目标，设计和实现了一种基于并发执行时间配额控制的任务调度框架，该框架给每个用户限定了一个并发的执行时间的配额，通过对配额的限制来平衡各个用户对资源的使用情况，保证SLA的要求并对整个系统做到过载保护。

Abstract: In order to dispatch the resources fairly between the various users in PaaS 
platform, design and implementation a task scheduling framework based on the 
concurrent execution time quota. Through restrict the user’s application concurrent 
execution time, the framework could be balance the use of resources between different 
users, ensure SLA requirements, and avoid system overload.
