摘 要 从过程分解思路出发，将国家标准《信息技术服务 运行维护 第3部分：应急响应规范》过程的四个阶段：应急准备、监测与预警、应急处置、总结改进，以及每个阶段的工作内容和每项工作内容的管理要求进行了解释说明，并提出了该标准的实施建议。

Abstract: Based on the method of the procedural decomposition, this paper expounds 
the content and management requirement of the four phases—Emergency Preparedness
Monitoring and Early Warning、Emergency Disposal、Summarization and Improvement
— which provides in the Information technology service — Operations and maintenance
— Part3: Emergency response specification.This paper also provides the implementation
proposals of the standard.
