摘 要 自ISO提出“更简洁、更快速、更优质”的理念以来，ISO/IEC导则第1部分 ISO综合补充文件每年都发布新版文件，通过研究分析，新文件在加速标准制定流程、鼓励发展中国家参与国际标准化工作以及推进ISO标准全球化方面做出大幅调整。介绍了2013年第10版文件的新调整，包括结对政策、CD阶段、联络等，并对我国国际标准化工作给出了一些参考建议。

Abstract: A new revision version of ISO/IEC Directives Part 1 Consolidated ISO 
Supplement – Procedures specific to ISO will be issued every year since ISO created 
their slogan “simpler, faster and better”. The new action items in the latest version 
contain speeding up ISO standards development procedures, inviting more developing 
countries to be involved in ISO international standards development and boosting ISO 
standards globalization. The latest developments of the new 2013 ISO Directives the 
10th version include the updating of twinning policies, CD stage, and liaisons. All of 
updating has been listed and some reference advices have been proposed in this article.
