摘要  提高效率与科学技术进步是解决产业升级最为重要的两个方面，标准与标准化在提高效率过程中起到了重要的作用，在科学技术进步过程中对于技术的积累，技术创新的效率、创新成果的扩散也起到了重要的作用。
