摘要  知识产权的世界在改变，世界也因为知识产权而改变。知识产权制度必须在保护发明人的经济利益和通过科学进步满足社会需求两者之间取得平衡。开放标准为创新提供了基础，并且推动其快速发展。在促进创新方面，标准与知识产权保护都是必要的，开放标准与知识产权之间的平衡关系是促进创新的关键。

Abstract  The world of intellectual property is changing,and the world is also changing for
intellectual property. An intellectual property policy regime must strike the appropriate
balance between protecting the economic rights of inventors and meeting the needs of 
society by advancing the progress of science. Open standards provide the basis for 
innovation and are the engine for tremendous growth. Both open standards and 
intellectual property are essential to promote innovation and a balanced approach to IP 
and standards is the key.
