摘 要 介绍了《移动通信智能终端操作系统安全技术要求》的编制背景、编制原则、标准结构和技术内容，重点分析了该标准定位的移动通信智能终端操作系统安全问题，并提出了针对安全问题的解决方案，进而提出安全功能要求和安全保证要求，并逐一说明安全要求的原理，证明安全功能要求能够解决对应的安全问题。

Abstract: This paper introduced the preparation background of the " Security technical 
requirements for operating system in mobile smart terminal",and principle rules,structure
and technical contents of the standard. It also analyzed security issues of the operating
system in mobile communication terminal, and proposed solutions for those security 
problems, and then raised security functional requirements and security assurance 
requirements. Finally, it explained the principles of security requirements one by one, to 
prove the corresponding security functional requirements to address security issues.
