摘 要 研究了基于软交换的电力调度通信网的关键组网技术：TDM+IP 混合组网技术及双归属组网技术。在此基础上，重点研究了现阶段基于该技术的电力多媒体调度通信网络的建设方案，该方案包含了省调、备调、检修分公司调度中心、地调、县调等不同的层级。该方案的实施可以充分利用现有调度系统的网络结构, 实现集中管理及传输资源利用率的最大化。

Abstract: This paper studies the key networking technology of electric power dispatching
communication network based on soft switch; TDM+IP hybrid networking technology and
double attribution networking technology.On this basis,this paper focuses on the present
construction scheme of power multimedia dispatching communication network based on 
soft switch technique, which includes the province dispatching, reserve dispatching, 
maintenance branch dispatching center,zone dispatching,county dispatching of different
levels. The implementation of this scheme can make full use of the existing scheduling 
system network structure, realizing centralized management and maximization of 
transmission resource utilization.
