摘 要 ISO/IEC 17065:2012 是ISO/IEC 指南 65:1996 经较大技术性修订而成, 主要变化包括标准名称变更、按照ISO/IEC 17001-17005 等标准对合格评定用文件中通用要素编写要求将标准结构重新编排、引入合格评定功能法、引用认证方案的概念以及认证机构管理体系的两种可选方式。同时, 标准中明确了产品、过程和服务认证的总体目标和价值，并强调标准是围绕认证机构能力、一致性运作和公正性等三个方面的要求。在对以上国际标准内容进行概述的基础上，对比分析该标准与ISO/IEC 指南65 之间的联系和差异点。

Abstract:ISO/IEC 17065:2012 is the technical revised version of ISO/IEC Guide 65:1996
The main changes include revising the name and arranging the standard structure 
according to the general requirement of the ISO/IEC 17001-17005. ISO/IEC 17065
introduces the functional approach of conformity assessment and cites the concept of the
certification scheme. In addition, there are two options for certification body to establish
the management system. The standard clarifies the overall aim and value of products, 
processes and services certification. At the first of the assignment, it emphasizes the 
standard is used to assess the competence, consistent operation and impartiality of
product, process and service certification bodies. Based on brief introduction of the 
international standard,this article analyzes difference and relevance between the ISO/
IEC 17065 and ISO/IEC Guide 65.
