摘 要 介绍了IEC 系统标准化的概念及相关术语，及系统标准化的工作程序及其中涉及组织机构的职能，包括：系统评估组、系统委员会及系统资源组。在此基础上，概述了根据IEC 系统标准化程序建立、由中国专家牵头的智慧城市系统评估组的标准化工作情况，并提出未来中国在IEC 的国际标准化工作建议。

Abstract:This paper introduces concept of systems activities and its terminologies related
as well as structures and processes for systems activities, as well as organizations' 
functions, including Systems Evaluation Group, Systems Committee and Systems 
Resource Group. On this basis, standardization for Systems Evaluation Group of Smart
City is also introduced. Finally, some ideas for China's international standardization work 
in the field of electronic information industry are proposed.
