摘 要 对国际标准化组织、蒙古国政府内阁办公室、蒙古国国家标准计量中心、蒙古国科技大学Б.СYхбаатар 博士等个人与机构提出的西里尔蒙古文拉丁化规则进行了优缺点辨析，在此基础上，提出了新的西里尔蒙古文拉丁化转写规则。根据该规则建立了实践模型，并对其进行了验证，结果表明转写后准确率高，满足拉丁化转写的要求。

Abstract:Discriminates the advantages and disadvantages of the rules for the latinization
of Cyrillic Mongolian proposed by International Organization for Standardization,Cabinet
Office of the Government of Mongolia,national standard measurement center of Mongolia
Mongolian University of Science and Technology,doctors of science and other agencies
Based on this, puts forward new transformation rules for the latinization of Cyrillic 
Mongolian. Establishes a practice model according to the rules and validates it.The result
show that the accuracy rate is higher after transliteration and can meet the requirements
of latinization transliteration.
