摘 要 介绍了“网络学习空间人人通”的提出背景和研究现状，阐明了技术标准研制的重要性，建议开展的研究内容，如建立个人学习空间信息模型和体系框架规范，制定功能描述和服务接口规范，形成服务质量规范和建设指标体系，并提出了其技术规范体系框架，包括总体标准、个人学习空间标准、学习服务标准、学习分析规范等。

Abstract: Introduces its background, describes its research situation, illuminates the 
importance of standard research and suggests its main research contents, such as 
establishing personal learning space information model and sytem architecture rules,making
function description and service interface specification, forming service quality specification
and index system, and finally gives the research framework of Learning CyberSpace 
standards, including overall standards, personal learning space standards, learning service 
standards and learning analysis specifications, etc.
