摘要 总结集成电路设计行业知识产权的特点；从产业背景出发，分析了知识产权的现状。提出采用“核心专利”作为标准，来衡量整个行业对知识产权创造能力，并从产品与技术的生命周期以及产业的发展历程两方面，考察了目前我国集成电路设计行业知识产权创造力低下的原因。

Abstract: The characteristics of the intellectual property of the IC design industry are 
summarized and its current status is analyzed based on the background of the whole 
industry. To evaluate the intellectual property creativity of the whole industry, "Key 
Patents" is proposed as a standard. More over, the problem why now the IC design 
industry in China lacks intellectual property creativity is analyzed in consideration of both 
the development history of the industry and the life cycle of products and technologies.
