摘 要  随着信息技术及通讯技术的不断发展，信息产业对于技术和产品之间的互操作性和兼容性的要求越来越高，所以那些旨在提高互操作性的标准对经济的影响也越来越大。标准为充分满足市场需要不可避免的引入先进的专利技术。通过几个案例充分说明了标准中知是产权问题的核心就是专利技术的披露和许可问题。标准化组织作为连接各个标准利益相关方的桥梁，应该在解决标准中知识产权问题发挥重要作用。

Abstract:Information and communication technologies develop very fast.So it's required
more interoperability between different products or services in ICT industry.Standards
that can improve the interoperability strongly influence the economy.In order to satisfy
the demands of markets,standards can hardly avoid to involving some necessary patent
technologies. But there arise some new problems in the process of standards 
development with the patents contributed in the standards. The disclosure and license 
of patents become the main issues for SDOs to resolve.
