摘要 为保证技术标准的先进性，鼓励在标准制修订过程中必要先进专利技术有条件地进入标准，同时把专利持有人的利益诉求限制到一个合理的水平，执行由专利持有人、标准使用者、第三方(如政府)共同制定的专利许可政策。

Abstract: To guarantee the advancement of a technology standard, some necessary 
patents conditionally included in the standard should be encouraged. But the benefits 
what the patents holder required should be restricted in a reasonable range, a patents 
licensing policy which is developed together by patents holders and standard users and
neutral, such as government, is considered a better way to balance all benefits.
