摘要  准化中知识产权问题对于经济尤其是信息产业发展具有举足轻重的作用，在国际范围受到广泛关注。在标准制定过程中，标准化组织的特殊地位决定了其在解决标准化中知识产权问题的特殊作用。中国电子技术标准化研究所结合多年的工作经验，通过不断研究，形成了《IT领域标准起草组织知识产权政策模板》。该政策模板本着“尊重知识产权，平衡各方利益，保证标准实施”基本原则，通过规范成员在专利引用、专利批露和专利许可几方面的义务，尽可能的解决标准中的知识产权问题。

Abstract:IPR issues in standardization have deeply influenced the development of global
economy, especially in IT industry. It is aroused great attention in the whole world.
Because SDO is the organizer in the standardization process, it is more effective in 
solving the IPR issues. By making an IPR policy, SDO can administrate the members’
behavior. China Electronics Standardization Institute is an important SDO in China.It did
some research on IT SDO IPR policy based on the standardization experiences. We 
published the “IT SDO IPR Policy Template” as the research fruit. The basic principles of
the template are “the respect to the IPRs, the balance of the interests of different parts
involving in the standardization and the implement of the standard”. So the template
can regulate the members’ behaviors in the standard development, such as the
disclosure and licensing of patents.
