摘要  由于许多计算机应用是运行在Windows平台上的，因此开发藏文Windows操作系统就成为藏文信息化最基础的工作之一。有了支持藏文的Windows操作系统，许多与藏文相关的Windows上应用系统的实现就有了运行的基础。详细阐述了藏文之星研发的设计思路、框架和实现方法。

Abstract: Because many of the computer applications are runing on Microsoft  Windows 
platform, so one of the important basic work of Tibetan information is to develop an 
Tibatan Windows platform  so that Tibetan computer applications can run on it.  In this 
paper the basic design method and framework of Tibetan-Star For Windows 2000/XP
has been described in detailed.
